The angles and lighting suit the top guy much better than the bottom guy, so it’s possible that in comparable photos I’d rate them differently, however in my opinion both are top tier. I say that the top guy is better looking but they look pretty similar anyway, so not by much. It’s possible that this is a trick of the lighting but it seems to me that the bottom guy has a little more facial fat than is ideal
