Lets say I have no real budget. I want to get rid of hollow under eyes, nasobial folds, discoloration, etc. How do I do this? I'm only 23 but want to look 18 again.

1) Sun protection. When outside, wear a cap and put on sun cream with moisturizer
2) Retin-A everyday until the end of your days
3) Microneedling two times a week
4) Exfoliating, chemically is better.
5) Wash face with proper stuff, not just soap
6) Moisturize daily
7) Eat veggies, especially carrots
8) No sugar, or fatty foods
9) Exercise for healthy glow
10) While I said sun is bad for you and you should protect yourself from it, still get 30 minutes of direct sun exposure. Enough to make your cheeks redder, not enough to harm your skin
