Best procedure(s) to fix scleral show and increase volume around eyes?

How can I best improve my eye area, prioritizing these goals:

1. (Most important) Eliminate lower scleral show.
2. (Important) Increase under eye volume / support.
3. (Least important) Increase volume / hooding over eyes.

I'm thinking fat grafts for volume and some eyelid surgery for scleral show? Anyone that would do it differently?

It seems like if fat grafting goes wrong, it's hard to correct it. Some surgeons recommend filler instead because it can be dissolved easily.
