The most scientifically backed topical option is 5% minoxidil foam. It is a vasodilator that stimulates hair follicles and prolongs the anagen phase.
Another option is lattise, a prostaglandin analog that stimulates eyelash growth, primarily affecting length.
Lattise effects are way more localised than minox and its actually approved for cosmetic eyelash enhancement, but there is the risk of fat atrophy in the area of application, which can affect the eye area.

even for eyelashes? what if the minox foam goes into the eyes?

Yes absolutely. Minox is a potassium channel opener and can stimulate hair growth wherever it is applied. Its not particularly toxic and a small amount getting into the eye wont do any harm
