The first couple verses are telling me you are likely not attempting to approach anyone in your surroundings and have resigned yourself to a solitary fate. Perhaps you don't know how to talk to people, and at this point others see you as an outsider.

It's saying you need to go searching. And likely outside your immediate circle. It will not come to you on its own. You will find your friend(s) via networking, so really you should be casting a wide net to be able to branch out. Both irl and online. Acquaint yourself with lots of people, even if they're not up your alley, because they will connect you with people who are. If you take those steps you will find good friendship within a year.

The last verses to me are hinting that the above strategy will hold good for a year, but you will benefit from more guidance along the way to help you proceed, because the time window may close before you find them, and at that point you will cease with your efforts. But a new strategy will then become viable also, so the opportunity won't be lost.
