If it's exactly 1:9 with 22.5 inches bideltoid (assuming you are honest about your bideltoid width ) then yh you have top 0.5 percentile physique.

My body looks similar but less toned, and obviously with more fat, at 14 percent bf I can probs get a 2.1:1 ratio
No doubt as fat affects waist width the most .
