Is it possible to change your facial bone structure at around age 15-16??

If you mean the ratios by bone structure then no. If you have bad harmony now you will have bad harmony at 25. Though your individual features may grow, for me it was significant at 18 (mandible, chin) but i looked like a kindergardner in the 6-8th grades for reference (muh late bloomer). Also look at your family in their prime (18-25), if you dont look like them then you may have a shot at looking like them. If you dont like how they look it's not a good sign for how you will end up looking.
