Nah he's not, I'm pretty sure they can't get cosmetic surgery. Harry is going through the same thing, but he had some sort of thickening treatment on his hair last year.

No he probably just didn't care that much because he is a prince and going to be king one day so baldness wouldn't affect like other guys but still brutal descension
