Bulk or cut??

I really dont know anymore how to get more muscle, i have insanely fast metabolism which leads me to eating 3.2 k kcal a day and i just simply cant gain sometimes muscles ( for weeks my wheight wont change and its killing me so bad) , i have decent frame and good proportions but im really skinny when it comes to weight ( 188cm _ 71kg )

Idk how long i still should bulk , but tbh i would already want to cut in February because the face bloat is killing me mentally, what do yall think is it possible for me to cut in February if i will bulk like till 77 kg.

Idk man i counted my calories pretty good il try it for another 3 months and i will se , il try to eat 3.1-2 k maybe if i have the appetite

Cut. Get down to a super low bodyfat, so peak bulk youll look like what you do now.
