yes it is the way to go. you need insulin to "transport" or "unlock" the cells to be receptive to igf-1 and insulin is crucial for the liver to efficiently convert HGH --> IGF-1. also HGH will make you insulin resistant

Insulin isn’t a magic wand that summons IGF-1 and HGH on command. Its main role is to enhance the liver’s ability to turn growth hormone into IGF-1, but that conversion only matters if you actually have enough GH in your system and open growth plates to respond. An insulin spike can even suppress endogenous GH release in certain contexts, so assuming more insulin automatically translates to more height is oversimplified. If your plates are fused, no hormone cocktail will elongate your bones any further.
