Can an ethnic German from Kazakhstan repatriate to Austria?

I am an ethnic German from Kazakhstan. Is it possible to repatriate somewhere to a German-speaking country other than Germany? Like Switzerland, Luxembourg or Austria.

@ey88 parents are German origin living in Chechnya and yes they moved to Germany snd then Canada
