2. No, because follicle telomere growth is largely genetic. If they aren't activating naturally by age 18-25 they will likely never activate.
If you are genetically predetermined to not have your beard follicles activate (like most asian men) there is a much cheaper solution than transplants though, it's minoxidil.
As long as you have the follicles there (you can use a flashlight and look in the mirror for small white vellus hairs) you will eventually get terminal dark beard growth there as long as you apply the 5% solution day and night for 6-36 months.

Most of the serious side effects like dizziness or fast heartbeat only happen to people who apply incorrect huge doses like 5, 10ml in one go.
It is after all a heart medication which was accidentally discovered to also grow out hair follicles in the 1950's. You need to be just as careful with it as with any other drug.
Moisturizing after you rinse off the minoxidil is pretty important.
Or if you don't want to do that, get the minoxidil foam instead of the propylene glycol liquid.
