Yes it seems really weird because you should only experience hair loss on high T. There's pretty much only one reason though. DHT. This chemical, when low in the body causes hair loss. DHT is very similar to testosterone though, and is responsible for things that happen on high T such as acne, aggression, muscle growth etc. However a big thing to consider is that they could be having hair loss regardless of the T level. Even due to cortisol increase which is stress.

T levels doesn't cause balding in the first place. It's sensitivity to DHT. You can have low T and start balding because your hair is highly sensitive to the DHT in your system.

estrogen is also responsible for your hair quality. i wouldn’t be surprised if missing the estrogen converted from the testosterone would cause hair loss

you don’t need DHT after puberty, DHT inhibition shouldn’t affect testosterone apart from increasing testosterone slightly due to less of it being converted to DHT
