can minoxidil + derma roller grow hair anywhere?

if i were to derma roll my tip and put minoxidil on it every day, would i eventually have hair follicles on it or does it not work like that?

It's oral, but topical minox would have similar effects if you're receptive, it grows hair EVERYWHERE
