Can they grow into my 20s? I figured they are recessed and the downward growth of my jaw makes it look worse

Theres no way to tell but to try. Testmaxx, supplementmaxx (d3, k2, magnesium, zinc, calcium), and maybe bonesmash.

Check ur test levels a short ramus is linked to low test (not always tho) but u need more test to give u some dimporhism

No if u have low test at 15 u will probably also have low test at 17
