Can the raw fat in raw milk compensate for raw butter?

Yes, raw butter is made from raw milk anyway but it's a concentrated form of the fat only.

I can't find raw butter though, will raw milk be enough?

Yes, you still get the fat-soluble vitamins (A, D, E, K2), omega-3 fatty acids, Conjugated Linoleic Acid (CLA), cholesterol, and beneficial bacteria and enzymes from it.
