Can someone tell me the difference between high neoteny and high dimorphism in females?

I understand the definitions, but can a woman be high in one regard while low in other

Neoteny -> retaining childlike features in adulthood.
Dimorphism -> having feminine features, essentially adult female features that distinguish her from an adult male

There is a lot of overlap between the two when it comes to women, but there is definitely a difference.
