Carding means using stolen credit or debit card details to make personal purchases. The "white card" method involves creating a fake bank website to trick people into entering their account number and PIN. A newer version of this scam would be a salami attack, it involves stealing small amounts like $1 or $2 from thousands of accounts. This results in a large total sum, and since such small amounts usually go unnoticed, they often don't get reported but pulling this off is more difficult, as it requires an IT expert and someone inside the bank with access to the accounts.

Yes but it depends. If the hacker is smart enough bounces his transactions with encryptions it can be very hard to track him down. It can be done but would require a full on team of cyber security professionals which is reserved for only serious criminals
