BUT HE CAN. The rich and the good looking will always find some way. Look at chad migrants coming in from the third world. 99% of migrants are pretty much seen as human trash in the eyes of the natives whom never wanted them there and yet there is a small minority that somehow slays and does fine for itself. As for the rich, again how does any of this effect them at all? Worst case scenario is that they bail to another country and take their money with them.
