Cooked chicken wings were only served by Restaurants as part of a full or half chicken diner, they were not sold as a stand alone meal. Mostly the excess Chicken wings were made into chicken soup. The first time I had them was in 1983 in Rochester NY, which is close to Buffalo NY. They were supposedly created in Buffalo NY in the late 1960s and served by bars in Buffalo during the 70s, hence the name Buffalo Wings.

Even as recently as 1995 they were sold only in bars, and were super cheap. I remember bars would have ten cent chicken wing nights. Now there are entire restaurant chains that specialize in Buffalo Wings and they sell at a premium to normal chicken parts, which make no sense. Clown world.
