High fluid intelligence is what supports high crystalized intelligence. High fluid is what allows such large amounts of information to be encoded and then stored by increasing encoding efficiency, which then compounds to a larger store of information over time. High fluid also allows for more complex mental schemas of the information you have which also contributes to greater learning efficiency through leaps of insight, this then also compounds over time.

In regard to your second question, I in fact think it's the opposite. I think Clav's higher than average intelligence is what supports his ability to do those things. I think if he was stupider he would have made a lot more mistakes and wouldn't have progressed as fast as he did in such an unconventional career. He went from a forum star to the worldwide face of BP in like a year and some change.
