Cold approaching is the worst thing you can ever do

Cold approaching is basically like buying a lottery ticket, why would you cold approach if you can at least try to get to know the person first, and THEN after some time tell them?

And honestly maybe I’m just not getting it as I have never cold approached anyone in my life so if anyone could enlighten me that would be much appreciated.
