dye everything dark brown, normally i would say black but in your case dark brown otherwise it looks fake, those eyebrows are pretty thin man i would grow them using minoxidl also grow the lashes with latisse and dye them too, a little eyeliner for contrast, you already have colored eyes but if you really wanna go for contacts focus on ones with a intense limbal ring and blue color, you can do mt2 if you wanna get tan but since u already are gonna have dark hair with blue eyes the contrast is pretty good, i would focus on some carotenoids (beta carotene, astaxanthin and lycopene) for a good undertone but besides that theres not much to do i would also get on accutane since its just gonna give you a better glow

To get tanner get an liquid self taner along with astaxanthin and then probably dye ur hair black but after u see the tanning results

Grow your eyebrows with eyebrow serum.
dye eyebrow a darker shade than your hair.
Fix your hair.
Get accurate or tretinoin, tazarotene for your skin.
As for the coloring u could just get sun everyday.
