The government would pay for all workers in these fields and i believe with food everyone can use their own money (all equally split) to buy from different restaurants and food businesses.
Here in Romania, back in the communist era all the salaries were pretty much the same, there wasn't much of a difference on paper between a worker, peasant, janitor and a doctor, manager, university professor, etc. To compensate for this, the people in the higher jobs were usually corrupt, they would ask for bribes or steal, in fact everyone stole as much as they could from their workplace.
And where would the government get this money ?
