Comparing neck instead of waist to shoulder width should be more important when determing wether you have wide shoulders or not

I see alot of talk about “waist compared to shoulder width” when it comes to discussing frame, But it seems like it really doesnt make that big of a difference unless your waist is exceptionally wide. I have never seen anyone compare the lenght of the neck and head combined to the lenght of the shoulders (like what i drew on the image). I feel like it should be far more talked about as it seems like it plays a huge part in wether your shoulders look wide or not.
