Confidence comes from the external elements that make us trust.
If you get a good grade on a math test, you will be confident for the next one.
If you got a bad grade you can't have confidence for the next one.

You can't start from nothing and say "come on, I'm confident to talk to the girls today", you need things to increase your confidence.

In fact, confidence comes from good results in one area, not the other way around, not confidence that brings you good results.

It's kind of a chicken or the egg question. The thing is, can conscious motivation actually bring the outcomes that start the virtuous cycle of confidence? Or is it just the game of luck?

You gain confidence through good results. Point.
You could get those results with zero confidence. (for example with the math exam), and then indeed it can be a virtuous circle, but in general it is a good result that increases confidence. And not the confidence that increases the result.
