Actually the northern part of East Asia (such as South Korea or northern China), people have a pretty good height and frame (the height statistics are similar to southern European countries). But in other parts of Asia (Southeast Asia, etc.), people are very short

Not exactly right, there is a positive correlation between frame and height.
People at high latitudes have a larger frame than those at low latitudes.
Of course, some ethnic groups may not conform to this law.( maybe Philippines ?)
