yes it raised your testosterone and thus your dht and test will have the same effects but 10x worse

Finasteride is the only thing that will lower systemic DHT and slow down hair loss. You can try topical anti-androgens like RU58841/CB-03-01 or Ketoconazole shampoo but all of those things are only really useful in conjunction with finasteride/dutasteride.

Balding has to do with DHT sensitivity. Raising your DHT will cause you to bald. Some people are already overly sensitive and bald with their natural levels and some people have low sensitivity and can blast test while having NW0 hair
