Dilute peppermint oil?

Tried to apply it to my thinning eyebrows, eyes didn't take kindly to that.
Seen people here recommend it, but how the hell do I avoid burning my eyes?

Dilute it with water?

Use something else

There's no getting around a bit of burn near the area you put it.
