It's essentially replacing extremely incompetent, corrupt and morally bankrupt thieves and looters who have developed a country full of nepotism and one where nothing gets done without bribery with a government with a big question mark looming over its head for now. I don't think the taliban will be anywhere near as harsh as they once were - the main issue will be establishing foreign relations and acquiring legitimacy as well as setting up a framework for the economy.

I do think that the taliban made some sort of a deal with the government and the USA. Just 5 years ago they were unable to even hold a provincial capital for more than a few hours before being repelled by the ANA and now they took over the entire country without much bloodshed in 9 days as a result of pre-mediated negotations and deals of handovers.

On the bright side, the security situation has really improved, the taliban are based in that they deal out swift justice - right now in kabul and its outskirts there is a bit of looting going on and the taliban are utterly btfoing anyone who is caught stealing or pillaging.

All in all, I believe things will become peaceful as the fighting has come to an end.

I don't support the taliban and think they're just useful tools at the end of the day but I do enjoy the seething going on by panjsheris and jamiati members (people who essentially looted the billions that went into afghanistan for themselves).

There have to be at least two witnesses, the stolen good had to have had a minimum value and it couldn't be in the public. The thief could also show repent or the judge could show mercy and then there would be another punishment. I read an article how a salafist said that cutting hands off would happen seldom as most of the time the requirements wouldn't be met.
