It is in today's world.
We've passed the line. The lines intersected many decades ago.. when it was shown to be cool in Hip Hop culture.

Before then, smoking was common practice.. even kids did.
And I'm pretty sure it used to be prescribed too, but don't quote me on that.

Lots of celebrities smoke --> lots of people copy celebrities --> lots of people copy people

This is not in frequency, but what is more socially acceptable amongst the younger generations.
Saying "I smoked a joint" is less worse than saying "I smoked a cig".
