Yea you’re side profile is pretty good, before considering any surgery grow you’re eyebrows, improve you're skin and idk if it fixable but try to fix those undereyes.

Some say minoxidil shouldnt be used until fully grown because it impacts hormones or something but yes minoxidil and castor oil is what everyone swears by

Just putting on castor oil on eyebrows every morning. I do the same but rosehip oil. Just to grow them out.
