Nah they don't. The droopiness of lower eyelid is about your facial muscles.

They only raise it if they include a saddle. But saddled implants are risky because they literally have to have them fixed under YOUR EYE SOCKET. I wouldn't trust anyone but a top eye surgeon with that kind of work, which alot of implants surgeons arent

Lower lids get lifted with a lower lid retraction-correction surgery and often use a spacer graft. You can also combine this with a cantho which raises canthal tilt
 
So sclera show is caused by facial muslces and not lack of bones?
Yeah. They cut the muscle there to reduce the relaxation limit of it, by reducing the distance. I fixed mine by doing facial yoga.
