Do ND have higher IQ?

I got a question, I heard most ND people have a higher IQ, but is that always the case?
I know this one guy, extremely stupid at school, like really really stupid, i think he has dyscalculia or whatever when you're shi at maths and science and is freakin dumb as heck, gotten negative on his ADHD test and he's not autistic either.
However the interesting part of this is when I sit and listen to what he has to say about any serious topics other than schoolwork his thought are very well organised, thoughtful and not some ordinary, just blurting out words impulsively kind of talking. He's very very ND and the only thing saving him is his looks and his passions which are very NT stuffs. I think he's ND, could be wrong, but then his IQ can't be that big but then most ND people have higher IQ than the average person; this brings me to think, can a person be retarded and also be ND?
Anyone lmk because i want to start researching IQ and neurology stuffs on my free time cus this is mad interesting, or link to a BOTB

But iirc a lot of high intelligence individuals have a predisposition for more neurodivergent qualities
