As someone who had a short face , i believe if the lower third is recessed the midface/orbital area is usually recessed.

Whatever causes recession doesnt effect one area in isolation it can be seen in other areas aswell.

Poor under eye area, weak cheekbones, overall wimp skull, weak chin, small frame. Note how its all bones.

In other words it comes in a package.

Not true in my case, my upper maxilla is projected while I have sfs.
I think generally the shorter your maxilla is(dental arches higher) the more compact your eye area(higher infras+lower supras) will be
