I'd say if your wrists are 7+ inches, you don't have awful insertions, and your test levels are above 600 ng/dL, you stand a decent chance as a natural with enough time (2+ years) dedicated to good training and diet. i don’t lift at the moment mate, but i did when i was 15 and my bench went from 55 kg( starting) to 70 kg in like 2 months lol (natural ofc, and my diet wasn’t the best).How long have you been lifting?

Don't bother if your only motivation is girls. I have 6.5 inches, I lifted naturally for around 3 years with so much dedication that sometimes, my hands would quiver to the point where couldn't even hold onto dinner plates without dropping them onto the floor, just to look like someone who does push-ups and takes leisurely jogs along the sidewalk three times a week. If your genes are even worse than mine, you have absolutely no hope of looking like someone who lifts.
My own saving graces are decent muscle insertions and high drug tolerance. If you don't even have those, not even injecting will save you, sorry.

Bideltoid and ribcage don't affect arm size. Muscle belly length is absolutely important and one of the big three factors that decide how muscular you could possibly be, along with frame thickness and hormonal profile (hormones being a distant third that obviously can be fixed by injecting -- and only injecting, despite what the egg-chugging HFLC zealots say). I have a 2-finger or average bicep tendon, and also naturally low testosterone (around 400 ng/dL), so my arms could only look even remotely big with a pump, and that's after about three years of serious lifting.
