Lol, that happened when Romania was communist. The state was obviously incompetent, slow, inefficient, there were always food shortages, or even the most basic items were hard to find like toilet paper, soap, razors, light bulbs, batteries, etc. Many people turned into hoarders and would immediately buy anything they could find whenever merchandise would be brought in a store, and use that later for bartering with other people. As a consequences nearly all stores were basically empty most of the time and huge lines would immediately appear when stuff was brought.
