My maintenance is 2.8k cals and I'm thinking about reducing my daily caloric intake to 1k cals a day with an hour of intense jump roping a day, is this retarded?

The solution to skinny fat is building muscle and THEN cutting. You don’t want to look anorexic. If you’re skinnyfat then your problem is body composition not BMI itselfno muscle and fat makes you skinny fat. even if you become skinny fat, just cut some more to become skinny
