As a foreigner, you won't find any reputable rhino specialist with an online presence under $3.5-4K. The average price bracket is rather $4-6K. Above that bracket, you're generally dealing with the most popular (and greediest) surgeons ; guys like Erkan Soylu and Baris Cakir. Some charge even in excess of $10K for a primary.

Foreigners should rather expect to pay $8-10K. And even more with popular surgeons : around $12-15K with Eren Pera and Burak Ercin.
Maybe some surgeons charge only $6-8K to foreigners, but there's no such feedback on this forum, and their skills might be inferior.

There's probably no such thing in Turkey. They went all-in on FUE from 2010 onward.
To my knowledge, there was no noteworthy FUT Turkish doctor back in 2015. So the probability to find one today is even slimmer.

Practicing FUT requires a large & experienced team of assistants for dissecting slivers into follicular units. Surgical teams (doctor + assistants) exclusively focused on FUE can't do that, or at least not at the pace necessary to yield a good amount of grafts per day, and their transsection rate would probably be awful.
Also, a doctor who's only practiced FUE — like most Turkish docs nowadays — cannot improvise proper strip harvesting and suturing either. That's a separate skillset from FUE practice.
