Does chemical perm and white bleaching hair damage hair permanently?

I didn't leave my house for half a year so I have long hair. I'm thinking about doing chemical perm and bleaching hair as an experiment.

But does it permanently damage hair and hair follicles?

Or can I get buzzcut and it will grow back the same?

Yes, it does, i'd not do perm

If the solution they use to perm hair gets on the scalp it can cause permanent damage yea, not sure about bleaching tho
