Does getting braces without surgery for an underbite make the malocclusion worse?

I saw this thread where multiple people were talking about how betting braces to fix an underbite without getting surgery will actually make the bite worse. Is this true? I'm actually getting braces first with a palatal expander to see how it goes. My underbite is very mild and not severe at all
