A bit, but you might also lose bf in the recessed place. You'll be better looking lower bf either way tho

I have slimmed down but my face preserves fat in thyroid/mandible area. Would buccal fat removal be the method?

Yes, the only thing that looks better at higher BF is the eyes due to the excess hooding
