It does improve undereye support partially because it widens the cheekbones and so the tissue is laterally expanded. Check the transformation of this kid.

I *think* this would probably require forward growth aka face mask, but this can usually be done with MSE

Hard to compare because of lighting but it seems to me his eyes are less sunken. Also in the video his undereye support looks majestic

MSE improves the underlying bone structure, and although the soft tissues are somewhat affected by it, there is no direct causation so to speak. I still have to see significant changes in the lips due to MSE, while changes in the cheekbones tend to be visible
