It is carbs but carbs = more water retained
but one potato (136 grams) can provide 515 mg of potassium and potassium = less water retained

If potatoes are your greatest dietary concern you've got nothing to worry about.

I worded it poorly. I meant cook. If u fry your potatoes they will be carb loaded but boiling won’t do anything.l

How is frying potatoes supposed to increase their carbohydrate content exactly?

Implying frying raises carb content, whereas boiling does not

The opposite is true. Boiled potatoes have a higher carb quantity per unit weight because they are pure potato.
