Does whole hair color matter or just the roots?

I mean is just having the part that connects visually with the skin be dark.

i read tons of times how blonde or light haur is a failo but when I see light hair even if qhite but dark roots it seems to lose the failo quality. Also usually the dirty blonde that people describe as the non failo one is usually paired with darker roots than the rest of the hair.

So does hair color by itself matter or its only about hair-skin contrast in visual contact point?
