It's not that Bad, but if you want to fix it than under eye filler IS the easiest fix, make sure you are going to great injector
Filler does not dissolve really, if you get good injector that doesn't push too much into your, you will have good results decade later
Undereye/tear troughts filler, i plan to get this as well, but i have deeper tear troughs than you

Soft tissue 404. We can see your entire Orbital rim, even the lateral aspect is quite visible. Its genetic, some people just tend to keep very low fat in that area, probably related to testosterone levels. Fat grafts/Filler is your only way

Other way around, high levels of test can cause it by an indirect relationship. Higher test promotes a reduction in fat storage, especially around the face, if you already have a genetic tendency to get hollow undereyes, high test would promote that too.
Wouldn't necessarily say that you need implants, Grafts can easily get you the 2mm more projection you need to completely fix this.
