Estonia's Defence Minister Resigns after getting Scammed by Indian Company

Hanno Pevkur has resigned on September 2, 2026. He said he was taking political responsibility after the National Audit Office found serious problems in defence procurement, even though he did not negotiate the contracts himself.

The issue centered on artillery shell deals meant for Ukraine. In 2024, Estonia's procurement agency RKIK signed four contracts with Datasel S.R.L., an Italian company that had been bought that March by the Indian firm Neco Defence Munitions. Neither company had previously sold artillery shells, but Estonia paid about 70 million euros in advance using EU European Peace Facility funds.

Deliveries slipped and the ammunition that was inspected did not meet standards. RKIK ended the contracts and asked for the money back. The case is now in arbitration, and Estonia is still waiting to recover the funds while Ukraine has not received the shells.
