Am I just not drunk enough? I still am still pretty high inhib even when drunk.

How much did you drink?
In some people alcohol just makes them sleepy, and they don't feel like socializing, adding some caffeine could help, it enhances and prolongs the alcohol effects, eliminates sleepiness, and reduces the hangover after the alcohol effects are gone...

3 beers in; also still laughing at one of the responses

Have you tried at least talking to her: "Hey mamacita, what does a guy have to do to get your fat ass?"

Hmm...I know all alcohol is supposed to be the same, but me and plenty of other people think that beer is more mellow and it feels sedating. For low inhibition you need hard liquor like vodka, gin, whiskey, etc... If you combine it with a carbonated, caffeinated drink it hits you faster and harder. Whiskey & cola, vodka & red bull are some pretty good and potent combinations, although is not a good idea to use these combinations frequently, because soft drinks contain a lot of sugar.

3 beers is nothing man, you need like 5 shots or 6-7 beers to feel truly low inhib

just take it slow though.
