you can do eyelid exercise to strengthen eyelid muscles with eyebrow raises or use botox/fillers or just concealer for non-surgery fixs
but if you want a permanent fix then blepharoplasty or brow lift

Idk from the picture it just looks like your supraorbital fat creates some really shit hooding. If youre not lean then get lean but if you are idk what to do tbh
