Mamdani is actually Indian. He just looks Pakistani. It’s because he’s half Punjabi on his mother’s side (Punjabi from India) and on his father’s side, he’s a Gujarati from India as well; they’re both Islamic. And you’re right, this obviously wouldn’t fly in Europe, every Dutch person would consider him to be a non-white.
